Consolaria modifies a few vanilla actor drops as such:

If seasonal events are disabled in the Configuration options, harpies and evil bunnies will have their specific drops at all time, but Red Envelopes will only be dropped during Lantern Nights. If seasonal events are enabled, Red Envelopes will only drop during the Chinese New Year, and not during Lantern Nights.
