The Icky Hand is a Post-Moon Lord hook dropped by Goozma. When used, it shoots out a rubbery hand that causes the player to swing towards the hook location instead of being directly pulled to it. Once the player gets close enough to the latched hand, it disappears and the player is flung. Holding down the hook button causes the hook to not disappear upon being approached.
