The Liberation Blazing is a craftable Hardmode 
Astral melee weapon that is made acquirable after Arbitration has been defeated.
Its best modifier is Legendary.
In Game Description
Swapping to this weapon grants the buff ' Core of Flames ' for 20 seconds.
This buff has a 2 minute cooldown, beginning when Core of Flames is applied.
When you are under the influence of Core of Flames attacks cause a massive explosion on contact, burning foes for 3 seconds.
When the weapon is held without Core of Flames active, you will be burned until the blade is stowed.
Right click to unleash Scarlet Outburst , spraying powerful flames around you as well as granting Invincibility for 2 seconds.
Scarlet Outburst inflicts 50 unmitigatable self damage and burns you for 8 seconds.
Scarlet Outburst can not be used when you are below 50 HP or if you are currently burning.
Below 100 HP, you gain drastic Health Regeneration when burning and Core of Flames is active.
This healing is only applicable with this weapon held.

Liberation Blazing seems to be a reference to "Tales of Arise", specifically in the Blazing Sword, the weapon wielding by Alphen, the protagonist. In the game, The Blazing Sword is a weapon produced by the Core of Fire, and it burns who ever wields it; this is translated into the gameplay in that using moves related to the Blazing Sword, cost HP to use.
