It is crafted with a Legendary Core (from Loot Bags Mod) and 10 Beetle Husks at any hardmode anvil. This weapon is fully functional without the Loot Bags Mod enabled, but the crafting recipe only exists if that mod is enabled.

Its best modifier is Godly.
