The Cloak of An Arbiter is a craftable Pre-Hardmode / Hardmode 
Spatial DMGTYPE weapon that is made acquirable after defeating VANILLA.BOSS / TSA.BOSS.
Its best modifier is Mythical.
In Game Description
20 summon tag damage.
Holding this weapon grants Degraded Singularity , increasing critical strike damage by 10% against foes with summon tag damage (Does not include Fairy ).
Attacks with this weapon pierce foes and inflict Fairy for 3 seconds.
Fairy acts as a special variant of summon tag damage that affects all weapons.
Pressing right click activates an ability, cycling between Degraded Lock , Degraded Chain , and Degraded Pillar (6 second cooldown).
Degraded Lock : Damage foes centered on your cursor and reduce their attack by 90% for 2 seconds.
Degraded Chain : Deal damage to all nearby foes while inflicting Ensnared for 2 seconds, drastically reducing movement.
Degraded Pillar : Fire a fast piercing pillar towards your cursor that deals a guaranteed critical strike.
In Multiplayer, if all allies are dead and a boss is active, gain Singularity Resonance .
In Singleplayer, gain Singularity Resonance when below 100 HP if max HP is 400 or more while a boss is active.
Press the Weapon Action Key when Singularity Resonance is active to unleash Embodied Singularity , replacing Degraded Singularity .
Once active, Embodied Singularity persists until death, combat ends, or this weapon is no longer held.
Embodied Singularity increases all damage by 400%, critical strike damage by 150%, and afflicts all nearby foes with Fairy , but reduces defense to 0.
Additionally, Degraded ability cooldowns are reduced to 2 seconds.
During this time, periodically unleash Embodied Shockwave every 6 seconds.
Embodied Shockwave deals 400% critical damage to all nearby foes while inflicting Ensnared for 1 second, and grants Invincibility for 1 second.
