The Puffer Shatterer is a craftable pre-Hardmode flail. Upon hitting an enemy after being thrown, it will shatter into 4 Pufferfish Bone Shards that deal 50% of base damage and can bounce off tiles up to 2 times.
Its best modifier is Godly.
